The Future of Public Administration project and ist particular activities are, taking into account abuses of integrity standards, accountability and transparency in the current democratic states, recognizing the existence of risks that threaten an accountability and the adherence to high standards of public integrity and transparency, as well as recognizing the differences in the approaches to responsibility and integrity, focused on the promotion of application of principles of good governance, adherence to high standards of public integrity and responsibility in public administration in the European countries. 

The project FoPA is implemented within the programme Good Governance and Cross-Border Cooperation, which is co-financed by the EEA Financial Mechanism and the State Budget of the Slovak Republic. The scheduled activities of the project reflect the programme target – to improve the integrity and responsibility of public administration. The successful fulfillment of the project activities supposes the institutional cooperation between the Slovak and Ukrainian public institutions, what, at the same time, is the main ambition of the call within the framework of which the project application was submitted.

Goals and Outputs

The aim of the implemented institutional cooperation of the Pavol Jozef Šafárik University in Košice and V. N. Karazin Kharkiv National University is to improve the public integrity and responsibility in the context of application of the principles of good governance. The transfer of examples of good practice in the sphere of good governance through the dissemination activities will contribute to the networking between experts, support the sharing of new ideas, open the discussion about future cooperation and contribute to the improvement of compliance of high standards of ethical integrity and responsibility. At the same time, through the implementation of the project activities, the students will acquire new knowledge and new skills, expand their international contacts and, particularly, they will be included into the discussion about various perspectives of the necessity to find a self-realization of young people in current public administration.

The primary outputs of the project include the transfer of examples of good practice, exchange of knowledge among experts in public administration, good governance and related mobility between cooperationg institutions. The key output of the project is the creation of study course “Competencies of Capacities in Public Institutions”, which will be taught at both the partner universities during the project implementation, and the creation of corresponding study material (available in multiple languages). At the same time, it worth to mention the conferences and workshops oriented to the awareness raising about the project intentions and the problems within the  experts and general public. The publication outcomes and other outputs oriented to the publicity of the project are matters of course.

Activities and Milestones

Activity 1: Dissemination Activities and Publicity. The main goal of the conferences is to create the platform for the expert meetings in order to network, exchange the knowledge and raise the awareness of the project goals. In this meaning, there is a contribution of making the actual state of knowledge more complex in the sphere of good governance, good public administration, public integrity, transparency and responsiblity. The partial activities relating to Activity 1 are interconnected with the implementation of the project during the whole project period. The scheduled conferences will reflect the project goals by the content:
• Ukraine towards EU values: Open Door (by 18 months from the project beginning),
• Evaluation of best practices (by 30 months from the project beginning).
Activity 2: Cooperation of Public Institutions in Young People Education. The latest information based on the actual state of knowledge have to be submitted to students. In this meaning, the creation of the study course focused on the good governance principles appears to be an appropriate choice, through which this ambition could be achieved.  The activity includes the preparation and teaching the course “Competencies of Capacities in Public Institutions” as it follows:
The preparation of the course is scheduled for the first year of the project implementation.
During the 2nd year of the project implementation, the newly created course will be taught at the Faculty of Public Administration of UPJS in Kosice with the presence of the experts from Ukraine.
In the 3rd year of the project implementation, the course teaching will be running in parallel at the Faculty of PUblic Administration of UPJS in Kosice and at V. N. Karazin Kharkiv National University with the presence of the Slovak experts in Ukraine.
Activity 3: Mobilities between Slovak and Ukrainian Public Institutions.
The aim is to create the conditions for making the education process more improved at the cooperating institutions from the perspective of the students and teachers as well.
Activity 4: Joint Workshops.  
The main intention of the workshops is to create the platform, through which the students could get acquaint with various perspectives and different views of the participating experts from Slovakia, Ukraine and Norway on the actual problems of good governance. The activity assumes the cooperation of all three participating organizations. The series of workshops “Towards Higher Standards of Integrity and Accountability in Public Administration” will focus on the following topics:
• Public Integrity and Good Public Administration: Examples in EU (by 12 months),
• Tools on Good Democratic Governance and Principles (by 36 months),
• Transparency and Openness of Public Institutions (by 24 months),
• Good Governance or Good Government: Case Studies (by 36 months),
• Adaptation of Ukrainian Students in Slovakia (by 4 months),
• Possibilities of Employment on the Labor Market of the Ukrainian Student (by 28 months).

Project Contract

The Project Application was registered under No. 2017/2020/ONG within the framework of  “Open Call for Proposals on Fostering the Institutional Cross-Border Cooperation with Ukraine GGC01 launched by the Office of the Government of the Slovak Republic as former Programme Operator for Good Governance and Cross-Border Cooperation Programme. The call was focused on the support of institutional cooperation with Ukraine with the orientation to good governance, accountable institutions  and transparency. From October 1, 2020, the duties of the National Focala Point and Programme Operator were moved to the Ministry of Investments, Regional Development and Informatization of the Slovak Republic.
The Project Application was approved by the Programme Operator and the project was assigned No. GGC01009.
