Memorandum on Cooperation in Climate Change Adaptation

On 29 April 2026, the Rector of Pavol Jozef Šafárik University in Košice, prof. MUDr. Daniel Pella, PhD., and the Director of the European Grouping of Territorial Cooperation Via Carpatia, Ing. Julianna Máté, PhD., signed a memorandum of cooperation. The aim is to develop joint activities in the fields of spatial planning, decarbonisation, and the practical application of geospatial science and remote sensing, with a focus on climate change adaptation and the sustainable development of Slovakia.


The cooperation is primarily based on the ongoing projects CLIMANEMU (in collaboration with Comenius University) and REHEATEAST within the Interreg Danube Programme. The CLIMANEMU project focuses on supporting climate-neutral cities and municipalities, while REHEATEAST addresses the transformation of district heating systems with an emphasis on energy efficiency and the use of renewable energy sources in the Košice self-government region. The memorandum establishes a framework for linking research, innovation, and practice to deliver concrete solutions for regions and local governments.

On behalf of UPJŠ, the signing was attended by the Vice-Dean of the Faculty of Science, doc. Mgr. Michal Gallay, PhD., who also serves as the responsible researcher for tasks implemented in cooperation with EGTC Via Carpatia. Representing International Projects Implementation Department EGTC Via Carpatia, Ing. Mgr. Pamela Valentová and Ing. Daniela Kolcunová were also present, coordinating joint activities with UPJŠ.
